Guide to the Regulations and Resources for Compliance
State law requires all commercial facilities that generate four cubic yards or more of solid waste per week and multi-family residential dwellings of five units or more shall arrange for recycling and organics diversion. AB341 requires businesses to divert recyclables such as paper, glass, plastic and aluminum. More information about the regulation can be found on the CalRecycle website.
There are several options to comply with AB341 including:
- Self-haul
- Subscribe to a hauler(s)
- Arrange for the pickup of recyclable materials
- Subscribe to a recycling service that may include mixed waste processing that yields diversion results comparable to source separation
AB1826 requires the same business and multi-family dwelling units that divert recyclables to also divert organic material. More information about AB1826 can be found on the CalRecycle website. Organics can include landscape material and food waste. Some facilities may be compliant if the hired landscaper takes the green waste to a composting facility.

Burrtec provides a District Environmental Coordinator 760-674-1026 who can perform a free waste stream audit for businesses. It is less expensive to recycle than to have trash picked-up. A free waste audit may determine if you can reduce your amount of waste pick-ups by adding recycling service potentially lowering your overall cost of waste removal.
