FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received a subgrant application for City of Indio, Riverside County, CA. Pursuant to Executive Order (EO) 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance Grant Program (PA).

An initial disaster-wide Public Notice for DR-4750-CA was published December 27, 2023. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. EO 11988 and EO 11990 requires FEMA to consider alternatives and provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

This notice serves as a project‐specific final notice for FEMA’s funding action located within a Special Flood Hazard Area. FEMA has determined the only practicable alternative is to fund abandoning the existing 892 LF long x 10 IN in diameter steel water transmission pipe in place and installing 900 LF of 18-inch diameter zinc coated ductile iron pipeline at a depth of 14ft adjacent to the original pipe. This action complies with the National Flood Insurance Program (NFIP) requirements. There is a potential for the facility to be impacted by future flooding events due to its location within the A Flood Zone. The proposed work will take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.

Proposed Work and Purpose: The Westward Ho Water Main, the domestic water transmission steel pipe built in 1985 (892 LF long x 10 IN diameter) that provides water to the western portion of the Riverside County, was damaged because of severe erosion to the Coachella Valley Stormwater Channel due to floodwaters from Tropical Storm Hilary.  The applicant utilized force account labor and contracts for the repairs to the watermain to restore this facility back to pre-disaster function, use, and capacity. Repairs included abandoning the existing pipe in place and installing 900 LF of 18-inch diameter zinc coated ductile iron pipeline adjacent to the original pipe and the applicant followed the codes and standards to the lowering of the pipe 14 feet.

Project Alternatives:

  1. (No Action) This alternative would result in risk of additional damages. If the damage is not repaired, then adverse economic and social impacts may occur and continued negative impacts may be experienced.
  2. (Repair in-kind) Repairs made in kind may result in similar damages from future flood events.
  3. (Relocation) Floodplain avoidance by relocating the facility is not a practicable alternative as the facility is the water transmission pipe providing water to the western portion of the county's water system.

Comments: This will serve as the final public notice regarding the above‐described action funded by the FEMA Public Assistance program. Small Business Administration (SBA) assistance

Following the recent disaster, residents of Riverside County are now eligible to apply for Small Business Administration (SBA) assistance. These SBA loans are designed to support homeowners, renters, businesses of all sizes, and nonprofit organizations that have suffered uncompensated physical damage and economic injury due to Tropical Storm Hilary, which occurred from August 19-21, 2023. The loans cover both real estate and personal property losses.
This SBA assistance is a crucial resource for those affected by Tropical Storm Hilary, providing financial support and relief during recovery. Eligible individuals and organizations are encouraged to apply for these loans to help rebuild and recover from the storm's impact.
Here are the critical details regarding the SBA assistance:
For Homeowners and Renters:

 

  • Homeowners and renters can apply for disaster loans of up to $500,000 to repair or replace damaged or destroyed real estate.
  • They can also receive up to $100,000 for damaged or destroyed personal property, including vehicles.

For Businesses and Nonprofits:

 

  • Businesses and nonprofit organizations are eligible for loans of up to $2 million to repair or replace damaged assets caused by the disaster.
  • Additional funding is available to support preventative measures.

Economic Injury Disaster Loans:

 

  • Small businesses, cooperatives, aquaculture businesses, and nonprofit organizations can access Economic Injury Disaster Loans to address working capital needs resulting from the disaster, regardless of property damage.

Loan Terms and Interest Rates:

 

  • The SBA offers loans with highly favorable interest rates:
  • 4% interest rate for businesses.
  • 2.375% interest rate for private nonprofit organizations.
  • 2.5% interest rate for homeowners and renters.
  • Flexible terms of up to 30 years.
  • The loan amounts and terms are determined by the SBA based on the financial condition of each applicant.

Repayment Schedule:

 

  • Interest will not start accruing until 12 months after the initial disbursement of the SBA disaster loan.
  • Repayment begins 12 months from the initial disbursement date.

The deadline to apply for property damage is November 21, 2023, and the deadline for economic injury is June 24, 2024.

Driving safety

Residents should avoid driving during the storm as much as possible. If you need to leave your home for any reason, please remember not to drive into flooded areas. If floodwaters rise around your car, abandon the car and move to higher ground if you can do so safely. You and the vehicle can be quickly swept away. 

Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling. Remember to turn around! Don't drown!

Storm Safety Checklist

Concerned about potential flood damage to your home? Here are a few things you can do ahead of time to minimize water damage impacts:

  • Move furniture, rugs, electronics, and other valuable belongings off the ground
  • Elevate major appliances onto concrete blocks
  • Clean gutters, downspouts, and splash pads, along with any nearby drainage ditches or storm drains 
  • Stack sandbags by doors or other low points where water could enter your home
  • Shut off electricity at the breaker panel if water rises near outlets

Electronics

Make sure to keep your cell phone, laptop and other electronics charged in case you lose power. Also, make sure to have backup batteries available.

Pets and Family

Your pets are important members of your family, so they need to be included in your emergency plan.

Keep all pets indoors during storms. If there’s a possibility you need to leave your home due to flooding, don't wait until the last moment to gather essentials for yourself, your family and your pets.

Have your pet microchipped and keep your personal information, including your phone number and address. You should also coordinate with family, neighbors and friends to take care of your pet if you are unable to do so.

Your pets should also have their own emergency kits, including water, food and medications. Don’t forget about crates, leashes and sanitation needs. To reduce stress for your pet, pack some favorite treats, toys and bedding.
