History of the Indio Water Authority
The Indio Water Authority was formed as a Joint Powers Authority in 2000 to deliver water to the City of Indio. Its mission is to provide the City’s residents, visitors and businesses with safe and reliable water, while ensuring the long-term viability of the City’s water services for its users. The Indio Water Authority’s service area includes approximately 38 square miles and supplied 6.3 billion gallons (19,566 acre-feet) of water to approximately 85,000 businesses and residents in 2018.
Since the establishment of the Indio Water Authority, service connections have increased to over 25,000 in 2023, with the majority of the new growth occurring primarily north of Interstate 10. As one of the fastest growing municipal utilities in the Coachella Valley, the Indio Water Authority is committed to maintaining a sustainable water supply for its residential and commercial customers.
To ensure adequate conditions and system capacity to meet the growing needs of the City of Indio, the Indio Water Authority has prioritized an aggressive planning process which includes initiation of an Integrated Regional Water Management Plan (IRWMP). Poised to be a leader in its cross-agency development, promotion and implementation, IRWMP aims to address the Coachella Valley’s current and future water needs paying specific attention to overdraft issues, water supply management, environmental and economic impacts, compliance with state and federal guidelines and most importantly, long-term sustainability.
The Indio Water Authority recognizes that no water utility and no city can achieve long-term viability alone. At the September 09, 2008 Indio Water Authority meeting, the Commission signed a Memorandum of Understanding, along with other Coachella Valley water agencies (comprising the Coachella Valley Regional Water Management Group, or CVRWMG,) pledging to devote resources to develop the IRWMP with respect to water supply and water quality. As a leader in a regional water conservation effort and a history of responsible urban planning, the Indio Water Authority is actively involved in water resource management to protect our vital water resources here in the Valley.

Governing Board
The Indio Water Authority ("IWA") was formed in 2000 to deliver water to the City of Indio. The IWA Board of Directors is the legislative and policy entity responsible to the residents of Indio for all municipal water programs and services. The Board is comprised of the five members currently elected to the Indio City Council.

Starting April 3, 2019, the Board regularly meets concurrently with the City Council on the first and third Wednesday of each month at 5:00 p.m. in the City of Indio Council Chambers located at 150 Civic Center Mall Indio, CA 92201. During the summer, meetings are typically held on the third Wednesdays of the month to coincide with the City Council's summer schedule. General Manager's Office
General Manager - Reymundo Trejo, P.E.
The General Manager's Office directs and oversees the activities of the Authority by providing staff assistance to the Board of Directors and preparing Board and City Council documents, public records management, serving as the liaison to other government agencies, monitoring federal and state legislation, and overseeing issues dealing with contracts.
Administrative Services
Administrative Services Manager - Michelle Tse
The Administrative Services Division provides regional water planning and water conservation program support to IWA. Other functions include grant administration, legislation tracking, and other special assignments.
In addition, IWA has a dedicated Customer Service team that serves as the first point of contact to more than 25,500 water utility customers. They provide both in-person and phone support to handle bill payments, questions, concerns, and service requests related to new and existing water service accounts. Engineering and Water Resources
Water Project Construction Manager - Roman Gonzalez
The Engineering and Water Resources Division provides professional and technical expertise to plan for the future and help IWA to meet its mission to providing reliable water service to current and future customers.
The Division also maintains and updates the technical records of the physical system, easements, assets (well sites, water mains, plants and reservoirs, etc.), and installed improvements, and provides technical information to our customers and IWA staff.
Services provided by the Division include planning, designing, inspecting, and managing Capital Improvement Projects; plan checking and inspecting water-related improvements by Developers; and managing the water quality program through water quality testing schedule and regulatory reporting.

Information Systems
Network Systems Engineer - Steven La Barbera
Information Systems is an integral part of the City's Information Technology Department and provides comprehensive technology planning, development, integration, operation, and support to all areas of IWA to maximize efficiency. The scope of services include SCADA and network communications infrastructure throughout IWA service area, servers and workstations, mobile devices, database systems and data storage, telecommunications, and enterprise applications.
Operations
Water Operations Manager - Miguel Peña
The Operations Division is the largest division at IWA. It is responsible for the water production, transmission, and distribution as well as emergency preparedness, safety, asset management, backflow and cross-connection prevention, and water quality sampling.
The Water Production Section operates wells, reservoirs and booster stations and associated infrastructure that are remotely monitored from the IWA Corporate Yard. IWA currently has 20 groundwater wells with pumping capacities from 1,200 gallons per minute (gpm) to 3,500 gpm.
The Water Distribution Section is responsible for the day-to-day operations and maintenance of the water distribution. Every day, utility workers maintain fire hydrants, water meters, repair water mains and valves, and perform a variety of maintenance functions on the water distribution system.
The Meter Services Section is responsible for metering assets, handles field service requests including turning on/off accounts, meter inventory, meter installation and repairs, water consumption investigations and consultations, and meter calibrations. The section also supports the advanced metering infrastructure.
