Due to improved rain/snow conditions during late 2022 and early 2023, Governor Newsom lifted some of the drought emergency water restrictions on March 24, 2023. The City Council/Board subsequently rescinded the Level 2 water use restrictions of the Water Shortage Contingency Plan on May 17, 2023.
we are currently at Level 1 water use restrictions, which promotes wise water use.
As a reminder, the following Level 1 water use restrictions are in effect:
- Applying any water to outdoor landscapes in a manner that causes runoff such that water flows onto adjacent property, non-irrigated areas, private and public walkways, roadways, parking lots, or structures is prohibited.
- Using any water in a fountain or other decorative water feature is prohibited unless the water recirculates.
- Applying water to driveways, sidewalks, concrete or asphalt is prohibited, unless to address immediate health and safety needs. Reasonable pressure washer or water broom use is permitted.
- Spray irrigation of outdoor landscapes during and within 48 hours after rainfall of 0.10 inches is prohibited.
- Using a hose to wash a vehicle, windows, or solar panels is prohibited unless an automatic shut-off nozzle or pressure washer is used.
- Broken sprinklers shall be repaired within five business days of notification by the agency, and leaks shall be repaired as soon as practical.
- Draining and refilling of private swimming pools is discouraged, unless necessary for health and safety or leak repair.
- Hotels will provide guests the option of choosing not to have towels and linens laundered daily.
- Watering of "non-functional" turf in commercial, industrial, and institutional areas, i.e. areas not used for human recreational areas, except for health of trees and non-turf plantings.

Conservation Rebates
IWA maintains a budget to reimburse residents and business owners for replacing grass with drought-tolerant desert landscaping, and for replacing inefficient irrigation systems, toilets, and washing machines.
Please note that turf has to be present at project site at the time of pre-inspection, which is performed after an application is submitted, in order to qualify for a turf rebate.
For washing machine and toilet rebates, the rebate application must be submitted to IWA within 180 days of purchase. Purchases outside this timeframe are ineligible for rebates.
Please note that IWA will not approve applications that are not in compliance with the Conservation program's terms and conditions. Rebate rules and forms are available on the Landscape & Water Conservation Rebates page. Additional tools and resources are provided below.
For more information on these programs, please contact our IWA Conservation Office at (442) 400-5205.
